THE MOSAIC WORKSHOP - PRISHTINA REGION

Organised by the Association of Kosova Municipalities and in close cooperation with UNDP, MLGA, OSCE, IREX-ATRC and VNG International the third meeting in Kosova regions took place regarding the findings of the ‘Kosova Mosaic 2006’ – UNDP publication on municipal public services.

This workshop took place in Prishtina. A high interest was shown by municipalities and the representatives of the civil society to debate on best practises of local governance in Kosova.

The AKM Executive Director Mr. Sazan Ibrahimi said that “this meeting is a result of the UNDP research which has tackled the obligations and the engagement of the local governance according to the citizens’ perception. Since meetings such as this were not held in 2003 after the publication of the First Mosaic, assessments that there is a need for meetings after the Mosaic 2006 are proven to be correct. The results of this publication show that citizens have more trust in the local governance than in the central governance. For the citizens it is not yet clear which services are actually provided by the Municipality whilst in general they are satisfied with the public services provided”.

The meeting was welcomed and considered in the interest of Kosova Municipalities by Mr. Shemsi Reçica – Deputy President of Lypjan Mr. Sabit Hykolli - Deputy President of Fushë-Kosova and Mr. Ruzhdi Jashari Deputy President of Shtime which stated that such meetings are important for all of us, not just to exchange ideas and practices but also to build horizontal links.
Coordinator of the “Mosaic” Mr. Mytaher Haskuka from UNDP said that “around 6000 citizens were asked regarding the local governance, public services and accountability”. Mr. Haskuka than elaborated in details the results of the research “Kosova Mosaic 2006”.
Participants of this meeting were divided into four working groups: Improvement of Public Information, Public Participation and Consultation, Equal Opportunities and Municipal Competencies.
A plenary session was held at the end and the results of the workshop and of the working groups were presented. The next meeting will take place in Peja on 3 May 2007.

The President of the Gjilan municipality Mr. Xhemajl Hyseni during the introduction among other said that “this workshop should emphasize the experiences of the local governance gained during the seven years of its existence. Also achievements of the local governance of Kosova in the post-war period and the challenges and defects which the Kosova municipalities face”.
