GRANT REVIEW PROCESS
All proposals and organizational profile and capacity forms received by the due date will first be screened by ATRC grant team against completeness and eligibility criteria. Incomplete or ineligible applications will not be considered for review in the first grant round. Applicants will be notified in writing as to the reasons for not being reviewed.
As part of an open and transparent competitive process, ATRC Grant Review Committee, composed of representatives from IREX, ATRC Board, other donor organizations, NGOs and independent experts, will make final decisions on grant awards.
Members of the Review committee will be selected on the basis of impartiality and knowledge of NGO sector and development issues. With the exception of IREX representatives, Committee members will be rotated frequently and will not serve more than two times under any one annual grant program.
All committee members will be required to disclose any actual or perceived conflict of interest that could impact the objectivity and fairness of the process and in cases of conflict of interest will not be permitted to participate in the grant deliberations and decision-making.
The role of the Review Committee is to evaluate each proposal according to clearly defined selection criteria, determine whether to recommend, reject or request further information about the application, and determine what amount of funding to grant to approved applicants.
